Update On Lights / Striping and Traffic Flow

 I am going to attempt to answer all of your questions in one comprehensive email. Thanks to MassDOT, via Donny Dailey, we have the following information to report to you:

 

1)      Lights/ Striping: The pavement markings are scheduled to be done this upcoming Friday morning (6/22).  Once they are installed, MassDOT will be in a position to activate the traffic signals.  As they have previously stated, the delay has been coordination of the schedule for the subcontractor that is doing the markings. There are only a few contractors and schedules have been significantly impacted due to the inclement weather. The rain has cancelled a lot of work beginning in late May and continuing into early June.  MassDOT is doing their best with regards to this issue.

 

2)      Trees – MassDOT is still working with the General Counsel’s office on the appropriate path to get this resolved.  They have finalized a Notice of Violation and will be sending it out to the developer.  After that, they will then meet with them to negotiate a resolution that is acceptable to MassDOT.  As previously indicated, they can share the proposed restoration plan with the town to get their input after they complete the aforementioned.

 

 

3)      Traffic problem at intersection of Salem St. and Walnut St. – The issue with the near miss accident is the result of a driver not obeying the legal direction provided by the traffic signals.  In flash mode, the driveway has a flashing red light which means that traffic must stop and should not enter the intersection until there are no conflicts.  Clearly this did not happen as the driver ignored the flashing red light.  The existing intersection did not have traffic signals. Rather, there was a stop sign facing both the off ramp and the driveway.  In comparison to when the facility was fully operating, the driveway currently carries less traffic. The flashing traffic signals provides the same guidance that existed at this intersection for many years but with a higher degree of safety.  The intersection will operate with an even higher degree of safety once the signals are activated; however, MassDOT does not believe that the location is unsafe.
